NY governor: Those who must work face ‘ugly’ commute

NEW YORK (AP) — New York Gov. Andrew Cuomo says people who absolutely have to go to work during the snowstorm face an “ugly, long commute.”

Cuomo said Thursday on NY1 that roads are “terrible” in New York City, suburban Long Island and Westchester County — and will continue to deteriorate throughout the day.

Cuomo noted that the snow, wind and biting cold are an especially bad combination.

The Metropolitan Transportation Authority said weather-related problems were causing some transit delays.

Extra snowplows have been brought to the New York City area from upstate.

NYC officials: 1 person dies, 2 ill from rat-related disease

NEW YORK (AP) — The New York City health department says one person has died and two others have become severely ill after they contracted a rare disease transmitted by rats.

The three cases occurred in the last two months in a Bronx neighborhood. City officials say it's the first time a cluster of cases has been identified.

The disease is called leptospirosis (lehp-toh-spuhr-ROH'-sihs).

Infections commonly occur through exposure to rat urine. The disease is rarely spread from person to person. It can be treated with antibiotics.

The city says it's reducing the rat population in the area and educating residents about the disease.

The New York Times (http://nyti.ms/2lOMiA9 ) says that from 2006 to 2016, 26 cases were reported in the city; the Bronx had the highest number with eight.

Police: DNA leads to arrest in strangling of NYC jogger

NEW YORK (AP) — DNA evidence, some of it matching what was found beneath the victim's fingernails, led investigators to make an arrest in last summer's strangling of a woman who encountered her killer while on an evening run, police said Sunday.

Chanel Lewis, 20, of Brooklyn, was held without bail after his arraignment on murder charges in the Aug. 2 slaying of 30-year-old Karina Vetrano, whose body was found amid the weeds in a marshy park not far from her Queens home.

"This defendant admitted to attacking the victim, admitted to beating her, to strangling her and dragging her body in the weeds," Queens assistant district attorney Michael Curtis said.

Efforts to contact the Legal Aid attorneys for Lewis were not immediately successful. If convicted, he faces up to 25 years to life in prison.

The closely watched case caused fear among women who run alone and baffled investigators, who for months were unable to find anyone who matched the probable suspect's DNA that was found under the victim's fingernails as she fought back. The DNA also was found on her neck and phone.

New York Police Department Chief of Detectives Robert Boyce said the break came after police went back through 911 calls and found one reporting a suspicious person in the area near the attack. Investigators interviewed Lewis on Thursday and obtained a DNA sample from him, which Boyce said was tested and linked to DNA found at the scene and on the victim.

"Karina helped us identify this person," Boyce said. "She had the DNA under her nails. She had touch DNA on her back and there was more DNA on her cellphone. So three incidents. That's how we were able to bring this profile up. And that's how we made the link."

The detective said that after Lewis was arrested at the home he shares with his mother on Saturday night, he gave incriminating statements on "each step of the assault." Asked for a more detailed description of Lewis, Boyce declined to comment on the suspect's mental state or social behavior.

Boyce said the encounter that led to Vetrano's death apparently was a chance one, and authorities didn't believe she and Lewis knew each other. Lewis has no prior arrest record, police said.

Asked how they felt about the arrest and the randomness of the crime, the victim's parents, Philip and Cathy Vetrano, reacted with numbness and anger.

"It hasn't really sunk in," Philip said outside his home. "She was unlucky that day."

"We've been in a state of shock for six months and we really don't know what we feel right now," said Cathy, who called Lewis a "savage" and said she was glad he was off the streets.

"The demon must get his justice and we will see to it."

NYC to pay $6.9 million to man shot by off-duty officer

NEW YORK (AP) — New York City on Friday agreed to pay $6.9 million to a man shot six times by an off-duty police officer who had consumed 10 drinks before getting in his car to drive home.

A spokesman for the city law department said Friday's settlement in the shooting by former officer Brendan Cronin was in the best interests of the city.

Joseph Felice and Robert Borrelli sued the city after Cronin fired a barrage of bullets into their car in suburban Pelham on April 29, 2014. Borrelli was not hit and was able to drive his wounded friend to the hospital.

Friday's settlement awards $6.9 million to Felice and $1.275 million to Borrelli.

The two men were driving home from a recreational hockey game when Cronin opened fire on them without provocation. Cronin told Pelham police that he had downed 10 drinks at a bar after spending the day training at an NYPD shooting range.

He pleaded guilty to attempted murder and other charges and is serving a nine-year prison sentence.

An attorney for Felice and Borrelli, Debra S. Cohen, said the plaintiffs hope that the settlement demonstrates "the beginning of a zero-tolerance policy for alcohol abuse" by police officers.
