Time running out for on-time New York state budget

ALBANY, N.Y. (AP) — It's deadline time for New York state leaders trying to wrap up negotiations on a new state budget.

Saturday is the first day of a new state fiscal year but as of Friday morning lawmakers and Democratic Gov. Andrew Cuomo were still working on the details, making it unlikely any votes on budget bills could start before the key deadline comes and goes.

Cuomo had a string of on-time budgets early in his tenure as governor and often said the late budgets of the past were a symptom of political dysfunction. This year's budget is likely to be late only by a matter of hours or a few days.

Top issues this year include greater tuition assistance for students, allowing Uber and Lyft to expand upstate and juvenile justice reforms.

Cuomo introduced his $152 billion budget proposal in January. It keeps the status quo when it comes to taxes, adds $1 billion in new public education spending, includes expanded childcare tax credits and a new initiative making state college tuition free for students from families making $125,000 or less.

Here's where top issues stand Friday:

___

RAISE THE AGE

New York is one of only two states to automatically prosecute 16- and 17-year-olds in adult criminal courts, a system youth advocates say eschews rehabilitation and sets children up to be lifelong criminals.

Cuomo and legislative leaders have agreed most of the age group should be moved out of the adult system. Top leaders have floated the idea of sending felony offenders to "youth courts," where lawyers could recommend whether the case should be tried in family or criminal courts.

Republicans and Democrats are stalled in arguments about which crimes would qualify for these courts and how much say the district attorneys and judges would have.

___

RIDE HAILING

App-based ride-hailing services like Uber and Lyft have pushed for years for state regulations allowing them to move into cities such as Rochester, Buffalo, Albany and Syracuse but remain limited to the New York City area. The Senate and Cuomo, a Democrat, support the companies' expansion, but a proposal in the Assembly would subject ride-hailing to local regulation, too.

One possible compromise would allow large cities to voluntarily prohibit ride-hailing.

___

WATER

New York has some of the oldest and leakiest pipes in the nation, and contamination from old industrial sites continues to threaten water quality.

In response, the Senate proposed $8 billion for water quality protection and upgrades to drinking water and sewer systems around the state. The Assembly and Cuomo have suggested $2 billion. Deals floating around the Capitol on Thursday would put the agreed-upon number closer to the Assembly-Cuomo figure.

"Close, but nothing final," said Sen. Jeff Klein, D-Bronx on Thursday when asked about water funding.

___

SCHOOLS

Both chambers also want to increase investments in public schools. The Assembly proposes $26.5 billion in overall school funding, a $1.8 billion increase, compared with a $1.2 billion increase in the Senate version. Both houses would maintain the state's formula that determines how much money schools receive, but would not fulfill those calculated amounts in their entirety.

"I'm for full funding," said Glenville Republican Sen. Jim Tedisco. "I think it's that important. But there's only so much money and only so much agreement we can get."

Tedisco said the Senate and Assembly also are squabbling over the amount of that funding that would go to tuition payments for privately run charter schools.

Dragic, Heat roll to 105-88 victory over Knicks

By BRIAN MAHONEY
AP Basketball Writer

NEW YORK (AP) Many NBA teams dread back-to-backs, especially when the first game was as tough as the one Miami had a night earlier.

"We don't function like that," guard Goran Dragic said. "We try to win every game that we can."

Dragic had 20 points, nine assists and seven rebounds, and the Heat breezed to an easy victory a night after going down to the wire, beating the New York Knicks 105-88 on Wednesday night.

Reserve James Johnson added 18 points for the Heat, who tied Indiana for seventh place in the Eastern Conference as they continue a second-half surge that could carry them to the postseason.

Josh Richardson finished with 17 points as Miami (37-38) improved to 26-8 since an 11-30 start.

The Heat pulled out a 97-96 victory in Detroit on Tuesday on Hassan Whiteside's tip-in at the buzzer, and coach Erik Spoelstra joked before the game he was glad they were right back at it so that victory wouldn't be celebrated too long.

"Our guys understand what's at hand and I want our guys to embrace this challenge and enjoy it," Spoelstra said. "This was a tough back-to-back and we were able to get it done."

Kristaps Porzingis had 20 points and eight rebounds for the Knicks, who were eliminated from postseason contention for the fourth straight season since winning the Atlantic Division in 2012-13.

"I thought we would be somewhere in the playoff race. Six, seven, eight seed. Right there," Porzingis said. "But things didn't go as we wanted."

Carmelo Anthony was scoreless in the first half and finished with nine points on 4-of-12 shooting.

The Heat led 77-68 after three, then opened the fourth with an 11-2 run, featuring uncontested dunks by Whiteside, James Johnson and Tyler Johnson to open an 88-70 cushion.

The lead grew to 23 later in Miami's sixth straight victory at Madison Square Garden. The teams meet again Friday in South Florida to complete the home-and-home series.

Derrick Rose sat out with a sore left knee as the Knicks fell for the ninth time in 11 games.

TIP-INS

Heat: Miami's 37 wins tie the most ever by a team that was 19 games under .500 at any point in a season. The 2013-14 Knicks finished 37-45 in the first season of their four-year playoff drought. ... The Heat are 12-2 on Wednesdays, their best day of the week.

Knicks: Coach Jeff Hornacek said he thought Rose would play in the game in Miami on Friday. ... Anthony took just two shots in the first half.

SUSPENSION STARTS

The NBA's independent medical expert determined that Joakim Noah was physically able to play, allowing his 20-game suspension for violating the league's anti-drug policy to begin with Wednesday's game. Noah was recovering from Feb. 27 left knee surgery when the penalty was announced Saturday and he couldn't start serving it until he was deemed healthy. Noah will be allowed to practice and travel with the team, but can't be in the arena during games. The center will miss the last eight games of this season and first 12 of next, but Hornacek said having Noah in practice will be beneficial.

"Some of the things that we're going over now toward the end of the season, we're trying to emphasize are maybe a little different than when he was here four weeks ago," Hornacek said. "So, yeah, any time he's at practice, it's going to be good for not only him but the other guys, too."

ROLE PLAYER

Anthony took just two shots in the first half. The All-Star forward, the Knicks' leading scorer, said after the game he didn't know what his role was, but believes it's to assist the young players on the roster.

"I'm just here to kind of help those guys and keep those guys kind of positive and motivated," he said.

"I don't think me going out there trying to score 30 and 40 every night and playing that way is going to help them out at this point."

UP NEXT

The teams play Friday in Miami.

New York state offers airports $20M for improvements

ALBANY, N.Y. (AP) — Airports across New York can apply for $20 million in new state funding for safety improvements and modernization.

The government grant money can be used to improve runways, taxiways, hangars and other projects designed to help airports stay competitive.

Airports must bid for a share of the $20 million in grant money. At least half of the money will be earmarked for upstate airport improvements.

The money is part of the Cuomo administration's $21.1 billion five-year state transportation plan.

'Happy Endings' star Adam Pally arrested on drug charges

NEW YORK (AP) — Actor Adam Pally has been arrested and charged with possession of cocaine and marijuana in New York.

New York City police spokesman Thomas Antonetti tells The Associated Press that Pally was arrested late Tuesday night in the Hell's Kitchen neighborhood of Manhattan. He faces a criminal possession charge for the cocaine and a possession of marijuana count. A court date is set for June. Pally's representative didn't immediately return a request for comment Thursday.

Pally is best known for his role as Max Blum in the short-running ABC sitcom "Happy Endings." He also plays Dr. Peter Prentice on Hulu's "The Mindy Project" and stars in "Making History" on Fox.

Company president charged with stealing $1.6M from hospital

ROCKVILLE CENTRE, N.Y. (AP) — Prosecutors say the president of a Long Island collection agency has been charged with stealing $1.6 million from a New York City hospital.

Newsday reports (http://nwsdy.li/2nD0pvv ) 71-year-old Norman Alpren, of Long Beach, and the Rockville Centre-based MBI Associates Inc. were each charged with felony grand larceny. Alpren was arraigned Wednesday. Bail was set at $50,000 cash.

Nassau County District Attorney Madeline Singas says Alpren collected the money on behalf of St. Barnabas Hospital, but used it for his firm's operating expenses instead of paying it to the Bronx hospital.

The hospital, which prosecutors say severed its ties to MBI in 2014, didn't comment on the charges.

Alpren's attorney says the hospital has collected "upwards" of $13 million due to Alpren's efforts over a four-year period.

New York emergency worker run over by stolen ambulance

By TOM McELROY
Associated Press

NEW YORK (AP) — A New York emergency medical technician and mother of five who authorities say was "bravely doing her job" was killed when she was run over by her own ambulance that had just been stolen.

Yadira Arroyo, 44, and another EMT were in the process of responding to a call Thursday night in the Bronx when they were alerted that a man was riding on the back bumper of their ambulance, Fire Commissioner Daniel Nigro said.

"So, they stopped the ambulance, they got out to see what was happening. This person, in turn, went around the other side of the ambulance and got into the driver's side," Nigro said.

The man then put the ambulance in reverse, striking Arroyo, who fell and got caught beneath the wheels, fire officials said.

"They were acting very bravely. They certainly wanted to continue on their way to the call. This person had no business being in this ambulance," Nigro said.

Video posted on Twitter by a bystander shows the ambulance speeding across an intersection with one of its doors open, its lights flashing and the body of one of the EMTs being dragged beneath the vehicle.

The ambulance then crashed into several parked cars and got stuck on a snowbank. A passing Metropolitan Transportation Authority K-9 officer subdued the 25-year-old suspect with the help of a bystander.

The other EMT was in the passenger seat of the ambulance as it was being stolen. She was being treated at a Bronx hospital for minor injuries, police said.

"I want to thank those good Samaritans who helped apprehend the perpetrator," Mayor Bill de Blasio said at the hospital. "A lot of heroism was on display amidst a great tragedy."

Jose Gonzalez, 25, of the Bronx, was arrested on charges of murder, grand larceny and driving while impaired by drugs. There was no immediate information on an attorney who could comment on his behalf.

Arroyo was a 14-year fire department veteran.

"We know our EMTs are brave. They do crucial work — they save lives — but they should not ever have to be subjected to violence. And yet, that danger always exists for them," de Blasio said.

Gov. Andrew Cuomo tweeted late Thursday: "EMTs are heroes who help countless New Yorkers every day. Tonight's tragedy in the Bronx is horrible. My deepest sympathies to the family."

The video posted on Twitter captured both the arrest of the driver, and a scene of anguish as the second EMT kneeled, sobbing, over the body of her fallen partner.

Justin Lopez, 20, told the Daily News that he shot the video of the episode as his brother was driving.

"I was coming from the street, up to the red light and I just saw the ambulance, the sirens and lights, and I told my brother 'Look something's happening,' and then somebody just hopped in, and then he hit two cars and ran over the person," he said. "I realized he was hijacking the car."

Knicks beat Pacers 87-81

NEW YORK – Carmelo Anthony scored 15 of his 22 points in the fourth quarter, Derrick Rose added 16 points and the New York Knicks overcame a 13-point third-quarter deficit to beat the Indiana Pacers 87-81 on Tuesday night.

Knicks forward Kristaps Porzingis exited in the third quarter with a left leg injury. Rookie Willy Hernangomez entered in his place and had 13 points and 16 rebounds.

New York had lost its last three games. Anthony also had 13 rebounds.

Paul George scored 22 points for the Pacers, who failed to build on their sixth-place lead in the Eastern Conference. Myles Turner had 17 points and 12 rebounds.

The Knicks trailed 59-46 with 9:07 left in the third after Turner’s basket but closed out the quarter on an 18-3 run, capped by Anthony’s 3-pointer that gave New York a 64-62 lead with 52 seconds left.

Thunder beat Nets 122-104

NEW YORK – Russell Westbrook had 25 points, 19 assists and 12 rebounds in his 33rd triple-double of the season, and the Oklahoma City Thunder beat the Brooklyn Nets 122-104 on Tuesday.

Westbrook shot just 6 of 18 from the field after scoring 40 or more points in five of his previous eight games, but as usual he was the dominant player on the floor even when his shot didn’t fall.

He was loudly cheered throughout the night by what appeared a full and lively crowd despite a winter storm that pounded New York on Tuesday, and the fans roared when he grabbed his 10th rebound with just under five minutes to play for the 70th triple-double of his career.

Victor Oladipo added 21 points for the Thunder, who won their third straight game. Enes Kanter had 17 points and Brooklyn native Taj Gibson finished with 17 points and eight rebounds.

Jack Eichel scored early for the Sabres, who lost their fourth in five games. Eichel also inadvertently helped the Sharks score the go-ahead goal late in the second.

Islanders beat Hurricanes 3-2 in OT

RALEIGH, N.C. – John Tavares scored 34 seconds into overtime to lift the New York Islanders over the Carolina Hurricanes 3-2 on Tuesday.

Joshua Ho-Sang and Jason Chimera scored in the final 65 seconds of the second period to help the Islanders erase a 2-0 deficit and eventually claim what interim coach Doug Weight called a must-win game.

Tavares’ winner was set up by Ho-Sang’s takeaway at center ice. Ho-Sang brought the puck across the blue line and fed a drop pass to Tavares, who snapped it past Cam Ward.

Joakim Nordstrom and Elias Lindholm scored for the Hurricanes, who have lost three of five but earned points in four straight.

Thomas Greiss made 30 saves one night after allowing four goals on 16 shots in relief during an 8-4 loss to the Hurricanes at home. Ward, who also gave up four goals in that game, made 31 saves for Carolina.

New York is tied with Tampa Bay for the final playoff spot in the Eastern Conference, one point ahead of Toronto. The Islanders currently hold the tiebreaker.

NEW YORK – Jaccob Slavin had a hat trick, Jeff Skinner and Justin Faulk each scored twice and the Carolina Hurricanes ruined the New York Islabders' return from a long road trip on Monday with an 8-4 win.

The Islanders capped a nine-game swing Saturday at St. Louis and returned to Barclays Center with an 11-game home point streak, their longest since 1982. But the Hurricanes broke this one open with four straight goals in the second period.

NYC area blizzard warning cancelled; snow, sleet to continue

NEW YORK (AP) — The National Weather Service has cancelled its blizzard warning for the metropolitan New York City area.

A winter weather advisory is in effect for the region until 8 p.m. Tuesday.

A blizzard warning is in effect for a region that includes northern Westchester County. However, the new forecast calls for between 4 to 8 inches in New York City and 6 to 8 inches in southern Westchester County.

Meteorologist Joe Pollina says the storm tracked closer to the coast than expected. That introduced warmer air into the region, changing the snow into a "wintry mix" in the metropolitan area.

He says forecasters started noticing the change early Tuesday morning.

New York, which has beaten Boston five straight times, outscored the Bruins 12-5 while sweeping the three-game season series.

Lundqvist stymied the Bruins on several outstanding chances and improved to 25-12-2 against Boston with a 1.93 goals-against average. He earned his 403rd NHL win, tying Grant Fuhr for 10th on the career list.

Brad Marchand scored his team-leading 29th goal for the Bruins to cut it to 2-1 at 12:56 of the third. Boston lost for the second time in nine games.

Buchnevich was called up from the minors earlier in the day.

Nets beat Kings 109-100

SACRAMENTO, Calif. (AP) – Brook Lopez had 24 points and eight rebounds, and Brooklyn never trailed in snapping a 16-game losing streak by defeating Sacramento.

The Nets’ previous win was Jan. 20 at New Orleans. They had dropped 27 of 28 games since beating Charlotte on Dec. 26. The franchise record for consecutive losses is 18 by the 2009-10 team that went 12-70, another low mark in club history.

Jeremy Lin scored 17 points, Isaiah Whitehead had 14 and Caris LeVert finished with 13 for the NBA-worst Nets (10-49). Brooklyn made 11 3-pointers and shot 46 percent.

Sacramento rookie Buddy Hield had 16 points. The Kings have lost three straight and are 1-3 since trading DeMarcus Cousins to the Pelicans.

Knicks beat Magic 101-90

ORLANDO, Fla. (AP) – Kristaps Porzingis had 20 points and nine rebounds, and Derrick Rose scored 19 to help New York cruise past Orlando.

Facing a Magic team adjusting to playing with a smaller lineup, the Knicks used their superior size to their advantage. Porzingis, who missed the previous two games with a sprained right ankle, presented matchup problems for Orlando all night.

Carmelo Anthony had 17 points and Justin Holiday added 14 off the bench for the Knicks.

Evan Fournier led Orlando with 22 points
